  • Yes. Any works on a Melbourne arterial road (managed by the Department of Transport and Planning) require an AGTTM-compliant TMP before a works permit will be issued. Higher-volume roads and motorways need additional planner accreditation (TMD2 or TMD3).

  • Every Melbourne metro council requires a TMP when works affect a council road, footpath or road reserve. Inner-Melbourne councils — City of Melbourne, Yarra, Stonnington, Port Phillip — handle the highest volume. Outer metro councils have similar requirements with light variations in format.
