Traffic Management Plans
For council permits, road occupation, and works on or near the road reserve.
A Traffic Management Plan is the document councils, the Department of Transport, and road authorities ask for before they will let you work on or near a road. Without an AGTTM-compliant TMP signed off by a qualified planner, your permit application gets rejected on first review.
We include:
Site-specific risk assessment
Traffic control strategy
Scaled AGTTM-compliant TGS drawings (one per work configuration)
Stakeholder and community notification plan
Emergency management and incident response procedures
Traffic control device schedule
Planner sign-off with full qualifications
Revisions for council re-submission (no extra cost)
Traffic Guidance Schemes
Scaled, site-specific diagrams that show exactly how the worksite is set up.
A Traffic Guidance Scheme is the drawing component that sits inside the TMP, but it's often the document councils and road authorities want to see on its own. We produce scaled TGS drawings that match the actual site, the actual hours of work, and the actual traffic conditions on the day. AGTTM-compliant by default.
We include:
One TGS per distinct work configuration (day, night, lane closures, detours)
Scaled site plan with measurements
Traffic control device positions and types
Signage and warning placement
Worker safety zones and clearance distances
Pedestrian and cyclist routing
Detour signage where required
Australia's go-to traffic planning company
OnPoint TGS is an independent planning-only company. We are not a traffic control provider, and we are not owned by one.
Most companies offering "free" or cheap TMPs in Melbourne are traffic control crews looking to lock you into using their on-ground services at full margin. The plan is the bait. The crew is the bill.
We don't do that. We sell you the compliant traffic plan, and you deploy it with whichever traffic control crew you like. Don't want to chase one down? We can engage and book trusted contractors for you as well, and manage the whole job start to finish. That makes us a one-stop shop when you need one, and completely independent either way. You're never locked in, and any crew we bring in is chosen to suit your job, not our margin.
That independence is why our plans match what councils actually need, not what makes the on-ground job easier for a particular crew. It's also why our pricing on the document itself is fixed, transparent, and predictable.
Why us?
Senior lead planner with 20+ years' experience across all 3 road environments (Category 1, 2, and 3)
Team accredited to TMD1 (RIISS00063) for urban streets and low-volume rural roads, TMD2 (RIISS00064) for high-volume roads, and TMD3 (RIISS00065) for motorways and freeways.
50,000+ plans delivered across Victoria, Tasmania, South Australia, and the Northern Territory

Meet Moana Hope, Founder of OnPoint TGS
You might know my name from the footy and the media. What people don't always know is that traffic management is the work I've been doing quietly for over 20 years, long before the cameras.
I started where every good traffic plan should start, on the road. Over the past 20 years I went from holding the bat as a traffic controller to building one of the biggest traffic management companies in the country. OnPoint TGS is where all of that experience goes, into practical plans and consulting that actually work, delivered fast and done right.
Plans accepted by the councils you actually deal with.
We prepare TMPs and TGSs every week for Melbourne metro councils, growth corridor councils, and the Department of Transport and Planning (formerly VicRoads). Common councils we work with:
Inner metro
Melbourne
Yarra
Stonnington
Port Phillip
Glen Eira
Boroondara
Middle & outer metro
Bayside
Whitehorse
Manningham
Banyule
Maroondah
Monash
Growth corridor
Casey
Wyndham
Hume
Whittlesea
Melton
Mornington Peninsula
Plus arterial road works managed by the Department of Transport and Planning. If your council isn't listed, we still cover it. Just ask.
Quick answers to the questions we get most.
-
A Traffic Management Plan (TMP) is the full document councils ask for: risk assessment, strategy, drawings, notifications, sign-off. A Traffic Guidance Scheme (TGS) is the drawings component that sits inside the TMP. Some councils and road authorities want the TGS as a standalone deliverable; others want the full TMP. If you're not sure which you need for your job, tick 'Not sure' on the form and we'll work it out from your site details.
-
9 times out of 10 the plan is back in your inbox in under 4 hours during business hours, once we have the site information we need. The clock starts when you confirm the quote and send the details. Out-of-hours and complex multi-stage sites can take longer; we tell you that upfront in the quote.
-
Yes. Every plan is prepared to the current Austroads Guide to Temporary Traffic Management (AGTTM) standard. Our lead planner holds the national qualifications across all 3 road environments. Our team holds TMD2 (RIISS00064) and TMD3 (RIISS00065) where the job requires them.
-
Pricing depends on the site, road environment, hours of work, and the complexity of the traffic control strategy. We don't quote off a list price; we quote off your actual site details, and the quote is fixed once accepted. Most standard urban TMPs come back at a price most contractors find lower than the bundled 'free TMP if you use our crew' alternatives, because we are only charging for the document, not loading on-ground hours into the price
-
Yes. Once the plan is signed off, we can submit it to the council or road authority on your behalf and manage any back-and-forth. Permit fees themselves are charged by the authority directly; we don't mark them up.
-
We revise the plan at no extra cost. Councils frequently come back with small amendment requests; that's normal. Other providers charge for revisions. We don't.
-
Yes. We can engage and book trusted traffic management contractors on your behalf, so we can manage the whole job end to end while staying completely independent.
